Countries around the world have different national conditions, legal systems, police systems and public security scenarios. For a long time, national police forces have developed and operated independently in closed loops, forming differentiated law enforcement standards, management modes, technical systems and duty norms. Developed countries are deeply engaged in intelligent policing, big data research and judgment, cross-border electronic evidence collection, precise counter-terrorism disposal and other cutting-edge fields, accumulating modern practical police experience. Border countries focus on port inspection, land joint defense, cross-border personnel flow management, grassroots public security stability and other front-line practical work, building solid cross-border basic prevention and control barriers. Coastal island countries focus on maritime anti-smuggling, sea area patrols, offshore illegal immigration interception and other characteristic police work, forming exclusive law enforcement experience suitable for marine geographical environments. Differentiated development is an objective choice to adapt to local governance, but it also directly leads to unbalanced global police capabilities, fragmented law enforcement standards, poor intelligence communication and blocked joint case handling, seriously restricting the efficiency of transnational collaborative crackdowns. Deepening regular police mutual learning means building an equal, professional and barrier-free multilateral police exchange platform, without police hegemony, cooperation barriers or national stratification. It promotes regular high-level mutual visits and consultations, paired on-the-job training for front-line backbones, global sharing and review of practical cases, benchmarking and adaptation of law enforcement equipment, and mutual learning and optimization of police system norms among all countries. Focusing on eight core practical scenarios including cross-border fugitive pursuit, joint anti-fraud, transnational drug control, counter-terrorism stability maintenance, electronic evidence collection, capital traceability, port prevention and control, and cyber governance, regular multinational joint law enforcement simulation drills, special police academic seminars, practical law enforcement skill exchanges and cross-border collaborative process benchmarking optimization activities are carried out. We learn advanced governance concepts from each other, exchange mature practical mechanisms, share high-quality talent resources, complement intelligent law enforcement equipment, mutually recognize compliant law enforcement certificates, and share high-risk early warning intelligence. Gradually, we bridge police capability gaps, unify cross-border law enforcement operational norms, break multilingual communication barriers, and consolidate the cornerstone of multilateral mutual trust. This ensures that police forces of all countries share the same vision, standards and actions, laying a solid foundation for subsequent global collaborative governance. Jointly safeguarding global peace is the original intention of police mutual learning, the ultimate mission of international unity, and the core goal of global police collaborative performance. People’s aspiration for peace guides all police work; security is the foundation of people’s well-being, social operation, global economic and trade development and international cultural exchanges. Based on solid capabilities built through mutual learning and joint forces gathered through unity, global police forces must focus on core security goals, target key risks, pay close attention to weak links, implement practical measures, and weave a comprehensive three-dimensional global security network. We carry out regular cross-border joint fugitive pursuit operations, relying on compliant Interpol notification mechanisms to achieve multi-national positioning, closed-loop arrest and standardized repatriation of high-risk fugitives. We deepen global cross-border anti-fraud campaigns, cooperate with multiple countries to inspect overseas fraud dens, intercept involved funds in a penetrating manner, repatriate relevant personnel in batches and completely destroy criminal group structures. We strengthen transnational drug control and interception along the Golden Triangle, conduct joint patrols on land, sea and air routes, cut off cross-border trafficking chains, destroy drug production sources and severely punish transit and distribution gangs. We implement targeted crackdowns on cyber black industries, cooperate with cyber police to trace hacker servers, block darknet illegal transactions, recover virtual criminal funds and rectify illegal black-gray accounts. We synchronously build three-dimensional defense lines at sea, land and air ports, strengthen intelligent inspection, precise verification of personnel and goods, strict inspection of contraband and control of illegal immigration through multi-department coordination. We improve emergency plans for cross-border sudden risks, activate multi-national police forces with one click, quickly seal off scenes, dispose of hidden dangers collaboratively and stabilize global public opinion to minimize risk spillover. We also optimize cross-border business security services, safeguard major international exhibitions and protect cross-border travel safety, supporting global development and international exchanges with refined police collaborative services. The wind is favorable for setting sail; unity empowers peace protection. The new era brings heavy responsibilities for global security governance, and international police cooperation embraces broad prospects. The International Criminal Police Academy will always adhere to the original mission of professionalism, neutrality, pragmatism and global empowerment.
