INTERPOL’s Latest Measures and Achievements in Combating Transnational Crimes

Against the background of profound global changes and intertwined geopolitical frictions, traditional transnational crimes remain rampant, while new compound security risks such as cross-border telecom fraud, cyber underground industries, human trafficking, money laundering, wildlife smuggling, and transnational organized gangs are spreading rapidly worldwide. Modern criminal operations feature cross-border division of labor, remote manipulation, and concealed methods, making it impossible for a single country to effectively investigate, trace, and contain crimes independently. As the world’s largest and most influential multilateral police cooperation platform, INTERPOL closely responds to global security governance demands, coordinates police forces from 196 member countries, and launches large-scale special operations, upgrades intelligent policing systems, improves cross-border arrest coordination mechanisms, and strengthens cross-border asset recovery channels. From 2025 to 2026, a series of new practical law enforcement measures have achieved remarkable results, forming a comprehensive, accurate, and closed-loop combat system that significantly enhances global coordinated law enforcement and deterrence capabilities. Focusing on the rapidly spreading cross-border telecom fraud and cyber criminal industries, INTERPOL has led multinational joint operations and achieved outstanding results in cutting off criminal profit chains. Targeting high-risk regions including Africa, Southeast Asia, and the Asia-Pacific, INTERPOL has launched the upgraded “Red Notice 2.0” cross-border anti-fraud operation. It coordinated police forces from 16 African countries including Angola, Kenya, Nigeria, and Zimbabwe to carry out an eight-week comprehensive crackdown. Law enforcement accurately located fraud dens, behind-the-scenes operators, and cross-border money laundering groups. A total of 651 suspects were arrested, 2,341 electronic devices such as mobile phones and servers were seized, and more than 4.3 million US dollars in illegal funds were frozen and recovered. Authorities dismantled full-chain criminal groups engaged in voice phishing, false investment scams, and fake customer service fraud, completely eliminating long-term cross-border criminal gangs. In parallel, INTERPOL strengthened anti-fraud cooperation in Southeast Asia by establishing a permanent cross-border anti-fraud command center in Thailand, dispatching senior policing experts to provide on-site intelligence support, and building fast channels for information sharing, joint analysis, and synchronized arrests. These operations effectively suppressed closed-park telecom fraud, illegal detention, and illegal migration crimes in Southeast Asia, protecting public property security worldwide. In addition, INTERPOL upgraded cross-border cyber traceability systems to tackle hidden virtual IPs, darknet transactions, and encrypted communication barriers, effectively combating cross-border online gambling, hacking attacks, and data leakage to purify the global cyberspace security environment. Targeting ecological security and cross-border illegal trafficking, INTERPOL has launched global special escort operations to strengthen crackdowns on smuggling crimes and consolidate global ecological security defenses. Ecological security is a core component of global public security. In response to organized cross-border poaching and illegal wildlife product trafficking, INTERPOL coordinated law enforcement resources worldwide to initiate the “Thunder 2025” special operation. Focusing on border ports, logistics hubs, and international shipping routes, law enforcement teams conducted comprehensive inspections and closed-loop investigations. Nearly 30,000 rare protected wild animals were rescued, and large quantities of contraband such as ivory, rare animal hides, and endangered plant specimens were seized. Key criminal suspects involved in poaching, illegal breeding, and cross-border resale were severely punished, strongly deterring ecological crimes and safeguarding global biodiversity. INTERPOL further expanded cooperation with the United Nations Office on Drugs and Crime and Norwegian environmental institutions to jointly curb illegal rainforest logging and rare timber smuggling, protecting global ecological resources. Meanwhile, INTERPOL cooperated with customs and border inspection agencies to strictly prevent the illegal cross-border flow of flammable chemicals, drugs, and hazardous medical equipment, fully blocking dangerous goods circulation channels and consolidating border security responsibilities. INTERPOL has intensified crackdowns on transnational organized criminal gangs and cross-border money laundering networks, deeply investigating hidden criminal structures, recovering illegal assets, and eliminating criminal breeding grounds. Facing increasingly concealed, hierarchical, and organized operations of transnational mafia and money laundering groups, INTERPOL upgraded the I-CAN Phase II collaborative governance project to specifically target major European mafia organizations such as ’Ndrangheta. A global organized crime database was established, collecting more than 75,000 pieces of data on gang members, capital flows, and hideouts. Police forces across Europe and South America jointly arrested many long-wanted core gang leaders, who were extradited and severely punished, dismantling long-standing transnational criminal networks. INTERPOL also optimized the global asset recovery system and launched the new Silver Notice coordination mechanism to track hidden offshore accounts and split laundered funds. Illegal assets related to organized crime, fraud, and drug trafficking were quickly seized and frozen, cutting off the financial lifeline of transnational crimes and fundamentally reducing criminal survival space. INTERPOL has comprehensively upgraded intelligent policing coordination systems and improved long-term joint mechanisms to provide solid technical support for regular cross-border law enforcement. First, digital policing capabilities were fully enhanced under the new five-year strategic framework. Global big data, artificial intelligence analysis, remote video coordination, and cross-border facial recognition technologies were integrated to interconnect secure data platforms of all 196 member countries. The system realizes rapid clue pushing, global fugitive early warning, and intelligent trajectory analysis, solving the problems of complicated procedures and slow response in traditional cross-border assistance. Second, hierarchical joint mechanisms were optimized through regular multinational police training, joint drills, and experience exchanges. Unified standards for evidence recognition, joint arrests, and document circulation were implemented to simplify case-handling procedures and improve standardized law enforcement efficiency. Third, policing experts were permanently dispatched to high-risk regions in the Asia-Pacific, Africa, and South America to provide on-site command and rapid emergency response, maintaining all-weather global law enforcement defense capabilities. Under the new framework of global security governance, INTERPOL adheres to practical orientation, multilateral coordination, and technological empowerment to comprehensively enhance capabilities in accurate crime suppression, source prevention, and closed-loop governance. In the future, INTERPOL will continue to deepen practical multilateral police cooperation, upgrade intelligent policing technologies, and intensify global special operations.
