Ⅰ. College Overview International Criminal Police Academy (ICPA) is an international higher education institution dedicated to international criminal justice, global security governance and transnational crime prevention. Ⅱ. 2026 Spring Postgraduate Majors (Full-time / Part-time) (1) Academic Master Programs (3-year System) Public Security Science (0306) Research Directions: International police cooperation, transnational crime investigation, global security governance, police strategy and policy Public Security Technology (0838) Research Directions: Cybersecurity and digital forensics, international counter-terrorism technology, intelligent law enforcement equipment, investigation technology of environmental, food and drug crimes Law (0301) Research Directions: International criminal law, comparative criminal procedure law, international human rights law, transnational commercial crime governance National Security Studies (1402) Research Directions: Global national security strategy, international intelligence analysis, non-traditional security governance, cross-border security cooperation (2) Professional Master Programs (2-year System) Master of Police Practice (0353) Training Directions: International law enforcement practice, transnational case handling, overseas security protection, international police negotiation Juris Master (0351) Training Directions: International criminal legal practice, cross-border legal services, international arbitration and dispute settlement Ⅲ. Admission Requirements (1) Basic Requirements Uphold the Academy’s school-running tenet, with good moral character, law-abiding awareness and no criminal record, and recognize the concept of international criminal justice; Academic Qualifications (meet one of the following): Fresh undergraduate graduates (obtaining undergraduate graduation certificate before August 31, 2026); Applicants with bachelor’s degree or above (including former undergraduates, master’s and doctoral graduates); Graduates of junior college with 2 years or more after graduation, applying as equivalent academic capacity candidates (relevant academic achievement certificates are required); Good physical health, meeting the physical examination standards for international police personnel, and possessing physical and mental conditions to complete studies normally; No record of cheating in national statutory examinations and no serious disciplinary sanctions. (2) Special Requirements Law / Criminal Investigation Technology: Age ≤ 27 years old (born after September 1, 1999), willing to engage in international police affairs or transnational crime prevention, and pass political assessment, interview, physical examination and physical fitness test; Master of Police Practice: Open only to serving law enforcement officers/police of all countries; with 2 years or more police work experience, age ≤ 45 years old, and approval from the employing unit; International Applicants: Hold valid passport, bachelor’s degree or above, provide national no-criminal record certificate and academic qualification authentication documents, and pass the Academy’s Chinese / English proficiency test. Ⅳ. Enrollment Plan & Study Arrangement Enrollment Scale: A total of 120 master students are planned for Spring 2026 (80 full-time, 40 part-time). Quotas for each major are detailed in the official website annex; Campus Location: Main Campus (Denver, Colorado, USA); International Exchange Campus (Tianjin, China); Academic System & Tuition: Academic degree 3 years, professional degree 2 years; Tuition: USD 8,000 per academic year (same standard for international students); Accommodation fee: USD 500 per academic year; Opening Date: March 15, 2026 (Spring admission, divided into Chinese-taught classes and English-taught classes with small-class teaching). Ⅴ. Application Process (December 1, 2025 — January 15, 2026) (1) Online Application Log in to the enrollment system on the official website (ricpc.uno), register an account and fill in application information; Upload documents: ID card / passport, academic and degree certificates (student status certificate for fresh graduates), no-criminal record certificate, physical examination report, 2-inch white background ID photo; Select applied major, research direction and study mode (full-time / part-time), submit application and pay registration fee (USD 200). (2) Qualification Review The Academy Admissions Office conducts online review of application materials. The review results will be announced before January 20, 2026, and admission tickets will be issued to qualified candidates. (3) Examination Arrangement Preliminary Examination (February 20–21, 2026) Exam Subjects: Political Theory, Foreign Language (English / Chinese), Professional Course Ⅰ, Professional Course Ⅱ (see official website syllabus for details); Exam Form: Online computer-based examination (global simultaneous), full score 500. Re-examination (March 5–10, 2026) Re-examination Content: Professional interview, English listening and speaking test, political literacy evaluation (additional physical fitness test for public security majors); Score Calculation: Total Score = Preliminary Score × 70% + Re-examination Score × 30%, admission by merit. Ⅵ. Admission Principles Adhere to the principles of Fairness, Impartiality, Openness and Merit-based Admission, and admit candidates according to the ranking of total scores; Candidates applying for public security majors shall be admitted only after passing political assessment, interview, physical examination and physical fitness test; Oriented employment candidates shall sign orientation agreements; non-oriented candidates may choose employment independently; The admission list will be announced and admission notices issued before March 12, 2026. Failure to confirm within the time limit shall be deemed as automatic abandonment. Ⅶ. Training Features & Career Prospects (1) Training Features International Faculty: Invite experts from police departments, universities and research institutions in more than 20 countries worldwide for teaching, with full-English or Chinese-English bilingual teaching; Practical Teaching: Rely on international police cooperation platforms to carry out transnational case simulation training, overseas law enforcement internships and joint international research; Multilingual Empowerment: English as compulsory course; optional courses including French, Spanish, Arabic and other international mainstream languages to adapt to global law enforcement scenarios; Dual-degree Channel: Cooperate with well-known universities in multiple countries. Qualified students can apply for a dual master’s degree to enhance international competitiveness. (2) Career Prospects International Organizations: International drug control agencies, Interpol, EU Police Cooperation Agency and other international law enforcement and security institutions; National Law Enforcement Departments: Immigration administration, local security defense systems, federal/local police departments and customs anti-smuggling departments of various countries; Legal Practice Fields: International law firms, legal departments of multinational enterprises, international arbitration institutions and cross-border legal service organizations; Academic & Research Institutions: Domestic and foreign universities, security research institutes and think tanks, engaged in research on international criminal justice and global security governance; Self-employment & Others: Cross-border security consulting, international security services, transnational compliance management and other fields.
