International Criminal Police Academy (ICPA) is an international higher education institution dedicated to international criminal justice, global security governance and transnational crime prevention. To meet the needs of career development and academic advancement for global law enforcement elites, legal professionals and high-end talents in the security field, the Academy officially enrolls part-time in-service doctoral students (distance education) worldwide in the spring of 2026. It adopts the training mode of online remote teaching + offline centralized research + full supervisor guidance. Students do not need to leave their jobs, enabling them to balance work and studies. Admission Requirements 1. Basic Requirements 1. Uphold the Academy’s school-running tenet, endorse the philosophy of Impartiality, Professionalism, Internationalization and Foresight, with good moral character, law-abiding awareness and no criminal record, and commit to the cause of international criminal justice and global security governance. 2. Academic Qualifications & Work Experience (meet one of the following): • Hold a master’s degree (academic or professional; overseas degrees require qualification certification) with no less than 3 years of relevant work experience; • Hold a bachelor’s degree for 8 years or more, with no less than 5 years of middle and senior management or core professional experience, and have published at least 2 core journal papers as the first author (application with equivalent academic attainments). 3. Good physical and mental health, meeting the physical examination standards for international police personnel, and capable of long-term distance learning and academic research. 4. No record of cheating in national statutory examinations and no serious disciplinary sanctions. 5. Possess basic English reading and writing ability; bilingual Chinese-English courses are provided with professional translation support. 2. Special Requirements 1. Law Enforcement / Police Applicants: Limited to serving police officers, immigration officers, customs anti-smuggling personnel and police teaching researchers from all countries; an employment certificate and official approval for application issued by the current employer are required. 2. Legal Practice Applicants: Limited to senior partners of international law firms, legal directors of multinational enterprises, experts of international arbitration institutions, etc.; professional qualification certificates and performance documents are required. 3. International Applicants: Hold a valid passport and a master’s degree or above; provide a national no-criminal record certificate, academic qualification certification and Chinese / English proficiency proof, and pass the Academy’s remote interview. Ⅲ. Enrollment Plan and Study Arrangement 1. Enrollment Scale A total of 60 in-service distance education doctoral students are planned for Spring 2026, including 20 in Law, 15 in Public Security Science, 15 in National Security Studies, and 10 in Police Practice. The quota of each major is detailed in the official website annex. 2. Study Mode (Distance Education · Part-time) 1. Online Remote Learning: Rely on the Academy’s global online learning platform, including live teaching, recorded playback, online seminars and digital library; available for learning anytime and anywhere without leaving work. 2. Offline Centralized Training: Two short-term centralized sessions every year (5–7 days each; optional at Denver Main Campus or Tianjin International Exchange Campus), including face-to-face Q&A, academic salons and research practical training. 3. Supervisor Tutorship: Each student is assigned a top doctoral supervisor worldwide for one-on-one online guidance throughout thesis writing, research projects and academic achievement output. 4. Academic System: Standard schooling period 3–4 years (3 years for Doctor of Police Practice, 4 years for academic doctorates); maximum study period shall not exceed 6 years including deferment. 3. Tuition and Fees • Tuition: USD 12,000 per academic year (same standard for international students, including course fees, platform usage fees and thesis supervision fees); • Registration Fee: USD 300 (non-refundable for document review and interview assessment); • Centralized Training Expenses: At the student’s own expense (transportation, accommodation and catering; discounted campus accommodation is provided); • Degree Application Fee: USD 500 (for thesis defense and degree evaluation). 4. Opening Date March 20, 2026 (Spring admission, divided into Chinese-taught and English-taught small-size classes, globally synchronized online courses). Ⅳ. Application Process (December 10, 2025 — January 30, 2026) 1. Online Application 1. Log in to the In-service Doctoral Enrollment System on the official website (ricpc.uno), register an account and fill in application information. 2. Upload electronic documents in PDF format: • ID card / passport (front and back); • Master’s diploma and degree certificate (student status certificate for fresh graduates; certification report for overseas academic qualifications); • No-criminal record certificate issued by official national authorities; • 2-inch white background ID photo (electronic version); • Employment certificate and employer approval letter (for law enforcement / police applicants); • Academic achievements (papers, monographs, award certificates; mandatory for equivalent academic attainment applicants); • Research proposal (within 3,000 words, including research direction, topic conception and research plan). 3. Select the applied major and research direction, submit the application information and pay the registration fee of USD 300 via online payment on the official website. 2. Qualification Review The Academy Admissions Office, together with the Academic Committee, conducts online document review. Review results will be announced before February 15, 2026, and remote interview admission tickets will be issued to qualified candidates. 3. Assessment Arrangement (Application-review System, No Unified Examination) 1. Remote Interview (February 25–28, 2026, global time-sharing arrangement)Assessment content: Professional competence, research potential, academic vision, foreign language proficiency and career planning;Assessment form: Online interview (20–30 minutes per candidate, bilingual Chinese-English response available). 2. Comprehensive Evaluation (before March 5, 2026)Evaluation content: Comprehensive scoring by an expert panel based on application documents, academic achievements and interview performance;Score Calculation: Total Score = Document Review × 40% + Interview Assessment × 60%, admission by merit. Ⅴ. Admission Principles 1. Adhere to the principles of Fairness, Impartiality, Openness and Merit-based Admission, and admit candidates ranked by total score from high to low. 2. All candidates must pass qualification review, remote interview and comprehensive evaluation for admission; applicants for public security-related majors shall additionally pass political literacy and professional conduct assessment. 3. Oriented candidates shall sign a targeted training agreement and return to the employer after graduation; non-oriented candidates may choose employment independently. 4. The admission list will be announced and electronic / paper admission notices issued before March 18, 2026. Failure to confirm admission within the time limit shall be deemed automatic abandonment. Ⅵ. Training Features and Degree Award 1. Training Features 1. Practice-oriented Research: Focus on global security hot issues and transnational law enforcement practice; support participation in international joint research projects, transnational case investigations and international academic conferences. 3. Flexible Distance Learning System: The online platform is open 24/7 with unlimited course playback, adapting to students in different global time zones. 4. Global Academic Network: Students are elites from law enforcement, legal and security sectors in more than 50 countries; regular online and offline academic salons help expand international connections. 5. Multilingual Support: English is a compulsory course; optional languages include French, Spanish, Arabic and other international mainstream languages to adapt to global law enforcement and academic scenarios. 2. Degree Award Students who complete required course credits (≥36 credits), achieve academic achievements (publish at least one SCI/SSCI/EI core journal paper), and complete the doctoral dissertation with passing blind review and defense, will be awarded the Doctoral Degree Certificate of International Criminal Police Academy upon approval by the Academy Degree Committee. The degree is internationally recognized and verifiable on the official website. Ⅶ. Career Prospects 1.
