International Criminal Police Academy (ICPA) is an international higher education institution specializing in international criminal justice, global security governance and transnational crime prevention. To meet the demands of academic upgrading and professional competency training for global police officers, legal practitioners, security practitioners and aspiring young people, the Academy officially enrolls undergraduate students for distance education (part-time) worldwide in the spring of 2026. Adopting the training model of online remote teaching + offline short-term research + full academic tutoring, students can study flexibly without leaving their jobs. Graduates will be awarded internationally recognized undergraduate diploma and bachelor’s degree certificate. Ⅰ. Enrollment Majors and Training Directions (Distance Education · Undergraduate) 1. Bachelor of Law (4-year System, Bachelor’s Degree) Training Directions: International criminal legal practice, cross-border legal services, comparative law, fundamentals of international human rights law 2. Bachelor of Public Security Science (4-year System, Bachelor’s Degree) Training Directions: Fundamentals of international policing, transnational crime prevention, public security administration, police practical skills 3. Bachelor of Cybersecurity and Law Enforcement (4-year System, Bachelor’s Degree) Training Directions: Fundamentals of cybersecurity, digital forensic technology, cyber crime prevention and control, application of intelligent law enforcement 4. Bachelor of National Security Management (4-year System, Bachelor’s Degree) Training Directions: Basics of global security, non-traditional security prevention and control, border security management, security risk assessment Ⅱ. Admission Requirements 1. Basic Requirements 1. Uphold the Academy’s school-running philosophy of Impartiality, Professionalism, Internationalization and Foresight, with good moral character, law-abiding awareness and no criminal record, and aspire to develop in the fields of international criminal justice and security governance. 2. Academic Qualifications (meet one of the following): • Graduates of senior high school, technical secondary school or equivalent academic attainments (aged 18 and above); • College students or college graduates (no major restriction, cross-major application allowed); • In-service practitioners in policing, legal and security related industries (no academic restriction, employment certificate required). 3. Good physical and mental health, capable of participating in long-distance learning and online examinations, without infectious diseases or severe illnesses affecting studies. 4. No record of cheating in national standardized examinations and no serious disciplinary sanctions. 5. Possess basic English reading and writing ability; bilingual Chinese-English courses are provided with basic translation support. 2. Special Requirements 1. Policing / Law Enforcement Applicants: Limited to serving police officers, auxiliary police, immigration support staff and customs auxiliary personnel of all countries; an employment certificate issued by the employer is required. 2. International Applicants: Hold a valid passport and high school or above academic qualification; provide national no-criminal record certificate and academic notarization documents, and pass the Academy’s basic Chinese / English proficiency test. 3. Cross-major Applicants: No additional examination required; accessible for zero-based learners. Preparatory basic courses are offered by the Academy. Ⅲ. Enrollment Plan and Study Arrangement 1. Enrollment Scale A total of 200 undergraduate distance education students are planned for Spring 2026, including 60 in Law, 60 in Public Security Science, 40 in Cybersecurity and Law Enforcement, and 40 in National Security Management. The quota of each major is detailed in the official website annex. 2. Study Mode (Distance Education · Part-time) 1. Online Remote Learning: Rely on the Academy’s global online learning platform, including live classes, recorded playback, online Q&A, electronic textbooks and assignment system. The platform is open 24/7 for anytime learning with no requirement to attend campus. 2. Offline Short-term Research: One centralized training session per year (3–5 days, optional at Denver Main Campus or Tianjin International Exchange Campus), including face-to-face tutoring, practical training and academic exchanges; participation is voluntary. 3. Academic Tutoring: Each class is equipped with professional course tutors and class counselors to provide full online Q&A, assignment correction and learning progress tracking. 4. Academic System & Credits: Standard schooling period 4 years, credit system implemented (total credits ≥ 140). The maximum study period shall not exceed 6 years including deferment. 3. Tuition and Fees • Tuition: USD 6,000 per academic year (same standard for international students, including course fees, platform usage fees and electronic textbook fees); • Registration Fee: USD 150 (non-refundable, for document review and entrance assessment); • Centralized Training Expenses: At the student’s own expense (transportation, accommodation and catering; discounted campus accommodation is provided); • Degree Application Fee: USD 300 (for thesis defense and degree evaluation). 4. Opening Date March 15, 2026 (Spring admission, divided into Chinese-taught and English-taught small-size classes, globally synchronized online courses). Ⅳ. Application Process (December 1, 2025 — January 20, 2026) 1. Online Application 1. Log in to the Undergraduate Enrollment System on the official website (ricpc.uno), register an account and fill in application information. 2. Upload electronic documents in PDF format: • ID card / passport (front and back); • Highest academic certificate (high school / technical secondary school diploma, college diploma or student status certificate; notarization required for international qualifications); • No-criminal record certificate issued by official national authorities; • 2-inch white background ID photo (electronic version); • Employment certificate (mandatory for policing / law enforcement applicants). 3. Select the applied major, submit application information and pay the registration fee of USD 150 via online payment on the official website. 2. Qualification Review The Academy Admissions Office conducts online document review. Review results will be announced before January 25, 2026, and entrance examination admission tickets will be issued to qualified candidates. 3. Entrance Assessment (Exemption + Unified Test) 1. Exemption Conditions: • Applicants with college or above academic qualifications; • In-service practitioners in policing and law enforcement fields (with valid employment certificate). 2. Unified Test Arrangement (February 10–15, 2026, online computer-based exam)Exam Subjects: Chinese, English, Fundamentals of Law; full score 300, passing score 180.Exam Form: Global synchronous online examination, completed at home with no campus attendance required. Ⅴ. Admission Principles 1. Adhere to the principles of Fairness, Impartiality, Openness and Merit-based Admission. Exempted candidates will be admitted upon qualification review; examined candidates will be admitted according to scores from high to low. 2. All candidates must pass qualification review for admission; applicants for policing-related majors will undergo additional professional conduct assessment. 3. The admission list will be announced and electronic / paper admission notices issued before March 5, 2026. Failure to confirm admission within the time limit shall be deemed automatic abandonment. Ⅵ. Diploma & Degree Award Students who complete required credits (≥140 credits), regular assignments, online assessments and graduation thesis with passing evaluation within the prescribed period will be awarded the Undergraduate Graduation Certificate of International Criminal Police Academy (internationally recognized and verifiable on the official website). Those who meet degree requirements will be awarded a Bachelor’s Degree Certificate. Ⅶ. Career Prospects 1. Law Enforcement & Security Fields: Local police departments of all countries, immigration administrative institutions, auxiliary posts of customs anti-smuggling, enterprise security management departments; 2. Legal Practice Fields: Grassroots law firms, legal assistants of multinational enterprises, cross-border compliance auxiliary posts, legal secretaries; 3.
